Presently, it appears to many people that there exists an immediate necessity to set up a system of national communications which encompasses support for local and regional communications sub-systems. The objective is to be able to readily disseminate communications deemed to be of emergency nature. Although there are logistical and economic concerns, security is the main obstacle to overcome in establishing a national and regional communications system for use by the established local units.
